Stamped Germany on the movement and on the bottom of the figure. The mechanism does wind up and work but there is a piece missing that goes from the mechanism to his head, which would make his head move side to side. The bellow, while moving up and down as you engage the motor, only whistles when you manually move the lower section. Telling me that there are no holes in the cloth covering but somewhere it needs tweaked or adjusted. The back cover still partially shows the winding direction arrow, so you know it has not been played with very often in the last 80 or 90 years!!
